## Description

Changes to the EVM have mostly been discussed on the "ACDE" (previously ACD) calls. Due to the immense number of proposed changes at various layers of the system, it is always a challenge to schedule them so that everyone's favorite features are included. As a result, changes to the EVM have mostly been prioritized based on the needs of other subsystems, such as the consensus layer. With the emergence of layer 2s, there is an unclear process of who should decide on the inclusion of features. This panel aims to discuss this topic and explore potential improvements in governance and coordination.

## About the speakers

### Alex Beregszaszi

Alex is the team lead of Ipsilon at the Ethereum Foundation, a group focused on improving the EVM. Alex has been an early contributor and co-lead of the Solidity team.

### Alex Gluchowski

Alex Gluchowski is the Co-founder and CEO of Matter Labs, creators of zkSync. As the world's most Ethereum-aligned Layer-2 solution, zkSync is on a mission to accelerate the mass adoption of crypto for personal sovereignty. Alex is a highly experienced software architect and 3x founder with 15+ years of startup and engineering experience. Prior to founding Matter Labs, he was the founding CTO of PaulCamper, the largest online camper-sharing platform in Europe.
