Evan, founder of Atlas Computing and former director of Funding the Commons, argues that for high-stakes domains like nuclear infrastructure or financial systems, even a 99% probability guarantee isn't acceptable. Alignment is necessary but not sufficient. What's needed alongside it is structure: explicit checks and balances, verifiable constraints, and institutions with clearly scoped responsibilities — the same logic behind how democracies are designed to prevent unchecked power.

His proposal is a 5-to-1 nonprofit where delegates from labs agree on a shared model specification that becomes a verifiable, multipolar governance target no single company controls.
