Kakarot zkEVM: beyond ethereum compatibility

Ethereum is not agile; lead-time to prod for EIPs is in years. As a result, 50% of the precompiles are unused. While other L2s strive for EVM compatibility, we go beyond by implementing new EIPs asap to bring web2 dev lifecycle to ethereum.
