Elinor Ostrom proved communities can self-govern shared resources without top-down control. But her principles hit a hard limit at roughly 150 people — Dunbar's number. Beyond that, cooperation breaks down. So how do you govern something the size of the Amazon? David Dao, founder of GainForest and winner of the Rainforest X Prize, argues that AI and decentralized technology are the missing infrastructure to scale Ostrom's commons governance principles to planetary scale. Drawing on 15 years working with indigenous communities across the Amazon and the Philippines, he shows how satellite imagery, data valuation, and on-chain identity systems can help communities protect forests at a scale no single government or NGO has managed alone. The talk moves from the tragedy of the commons to a blueprint for governing shared resources in the age of AI.
